A key point to understand from the start is the difference between a marriage license and a marriage certificate. The license is the document you obtain before your ceremony that permits the marriage to legally take place. The certificate is the official document you receive after the ceremony. It proves that the marriage has been performed and registered with the state.
Here is a simple, stress-free checklist to guide you through the entire process.
The Online Application
Your first step is to complete the online application through the State of Hawaii Department of Health's official portal. It's called the Hawaii Electronic Marriage and Civil Union Registration System (EMRS).
Application Details

Once you complete the application and payment, you will be issued an Authorization Code (also known as a Locator ID). It is essential to write this number down or print the receipt. You will need to provide it to the license agent in the next step. Your online application is valid for one year from the date of submission.
The In-Person Appointment
This is the most important step. To receive your physical marriage license, both you and your partner must appear together, in person, before a state-licensed marriage agent in Hawaii. Proxies are not permitted under any circumstances.
⏰ Timing is Everything
The appointment must be scheduled no more than 30 days before your ceremony date. The marriage license is only valid for this 30-day period. It becomes null and void if not used.
No Waiting Period: A major advantage in Hawaii is that once the license is issued, there is no waiting period. You can get your license and get married on the very same day if you choose.
When planning a destination wedding, your arrival and departure times are tight. Government Department of Health (DOH) offices keep standard business hours. Typically Monday to Friday, 8:00 AM to 4:00 PM. They are closed on weekends and holidays. This can be a major hurdle if you arrive on a Friday afternoon for a weekend wedding. This is where private agents become invaluable. They are located across the island. Often at major resorts or working independently. They offer appointments with much greater flexibility, including on weekends. Booking an appointment with a private agent in advance can eliminate a significant source of stress.

Required Documents
The documentation required is minimal. That's part of what makes getting married here so easy.
For All Couples
Both partners will need to present a valid, government-issued photo ID to prove you are at least 18 years of age. A driver's license or passport is perfect.
Conditional Documents
- If either applicant is 18 years old (but under 19), a certified copy of their birth certificate must also be presented.
- If a previous marriage ended in divorce or death within 30 days of your license appointment, you must present the original, certified divorce decree or death certificate to the agent. If the event was more than 30 days prior, this is not needed.
The Ceremony and Certificate
With your license in hand, you're ready for the main event.
Before the Ceremony
You will give the issued license to your wedding officiant. They must be licensed by the State of Hawaii.
After the Ceremony
Your officiant will complete the license and is legally responsible for filing it with the state. Many officiants can now do this electronically.
Getting Your Certificate
You can access a temporary, printable marriage certificate online about 48 hours after the license has been electronically filed. Your official, certified hard copy will be mailed to the address you provided on your application. It typically arrives within one to four months.
A Special Note for International Couples
While your Hawaiian marriage certificate is a legally valid document worldwide, many countries require an additional form of authentication called an Apostille. This formally recognizes it. An Apostille is a separate certificate issued by the Lieutenant Governor of Hawaii. It verifies the authenticity of your marriage certificate for use in foreign countries.

When you make your appointment with the marriage license agent, you must let them know you will require an Apostille. They will provide you with the necessary forms and instructions to request one. It's a simple step, but a crucial one to ensure your marriage is properly registered back home.
